Last week, the Grand Prairie Chamber of Commerce hosted a Legislative Luncheon featuring State Representative Chris Turner. Grand Prairie resident Turner represents District 101, which includes parts of Grand Prairie, Arlington, and Mansfield in Tarrant County. With candor and humor, Turner answered questions from Barry Sanders and audience members from a full house in the Alysheba Room at Lone Star Park. From school funding to redistricting, here's a breakdown of the major developments and why they matter.


Education: Progress with Caveats

Public education received an $8.5 billion boost this session—good news on the surface, but Turner noted it still falls short of restoring funding to 2019 levels. The new package includes:

  • Full-day Pre-K access for more families

  • Across-the-board teacher pay raises

  • Increased special education funding


But controversy loomed. The Legislature approved Education Savings Accounts (ESAs), a voucher program using public dollars for private school tuition. Turner opposed the move, warning it could divert critical funding from public schools, especially in rural areas where schools serve as community anchors.


The STAAR Test: On the Chopping Block?

One hopeful development: a bipartisan effort to eliminate the STAAR test, long criticized by educators and families alike. The House passed a bill to replace it with a norm-referenced test, offering a more meaningful way to measure student progress. Though not yet finalized, it's a step toward smarter, fairer assessments.


Child Care and Workforce Development: A Practical Win

Addressing the child care crisis head-on, lawmakers allocated $100 million to the Texas Workforce Commission to reduce the staggering 95,000-child waiting list. Turner emphasized that affordable child care is essential for economic growth, allowing parents to work and pursue education.


Property Tax Relief: Real Help for Families and Small Businesses

Texans received long-awaited property tax relief, including:

  • A homestead exemption increase from $100,000 to $140,000

  • Expanded exemptions for seniors and people with disabilities

  • A business personal property tax exemption jump from $2,500 to $125,000


These changes aim to ease the burden of rising property costs on homeowners and entrepreneurs.


Special Session: The Redistricting Power Play

A special session has begun with all eyes on a politically charged redistricting battle. Turner didn’t mince words, describing the session’s real purpose: redrawing congressional maps. Although redistricting typically happens once per decade after the census, this mid-decade move is, in Turner’s words, “unprecedented” without a clear legal reason. The implications could be serious:

  • Increased gerrymandering

  • Less competitive elections

  • Reduced voter choice

  • Potential shifts in power, especially in the Dallas-Fort Worth metroplex


Turner predicts this effort could lead to extended court battles, with federal judges likely to weigh in.


Protecting Vulnerable Texans

A lesser-known but important victory: Turner led legislation to crack down on unlicensed boarding homes following reports of abuse and neglect. The new law makes it a misdemeanor to operate these facilities without a license, offering greater protections for elderly and disabled residents.


THC Regulation: Balancing Safety and Industry

Debate over THC products revealed sharp divides. While Lt. Gov. Dan Patrick pushed for a full ban, Turner supported a more balanced approach:

  • Restricting sales to minors

  • Ensuring product safety

  • Protecting jobs in an industry that employs more than 50,000 Texans
